Got mine in about 4 weeks.
If you are currently waiting for a new 2006 Civic Hybrid, all you need is the VIN# and copy of your contract.
I live in the Bay Area and you must get the FastTrac transponder first.
All you need is the VIN# to get this.
I found the fastest way to get the FasTrac transponder is to go down to the FasTrac office in San Francisco. Whole process takes about 10 min. and cost $40 on your credit card that goes onto the transponder.
It's located at:
Bay Area FasTrak™ Customer Service Center
475 The Embarcadero (at Broadway)
San Francisco, CA 94111
1-877-229-8655
Monday through Friday 7:00 am to 7:00 pm
Saturday 9:00 am to 1:00 pm
Fill out the application found at:
http://www.bayareafastrak.org/static...ructions.shtml
Once you have your receipt from FasTrac you send it to the DMV with $8.
4 weeks later your stickers come in the mail.
I've attached the FasTrac application and DMV application forms.
Good Luck!
It's great driving in the carpool lane!!!!!
Good Luck

Fastrak also requires a copy of your registration (I used a copy of the application for registration from the dealer), so you can't start the process until you take delivery even if you have a VIN

Nasa...
I hadn't received the registration from the dealer and still was able to get the FasTrac transponder. I did not actually recieve the car for another 2 weeks after I'd already gotten the transponder. Like I said, I had the contract from the dealership showing I'd purchased the car even though the contract only showed the deposit. Maybe I just got lucky. Whatever happened, I shaved off 2 out of the 4 weeks waiting for the stickers.

I wanted to do that, but I was told by both Fastrak and the dealer that I couldn't. Fastrak kept the copy of the registration. I'm glad it worked out for you!

Just got my license plates, registration and my title in the mail from the DMV - but no HOV stickers. I bought the car on Nov26th and mailed in sticker request on Nov30th.

Hope those stickers come soon - traffic is going to pick up after new years.

So you applied for the HOV stickers BEFORE you got plates?
You applied with only the VIN?
And you got them anyway?

I called the DMV and they told me that without plates they would not process the sticker request.

I bought my used Prius on 11/5/05. I mailed the paperwork on 11/7/05. The $8.00 check was cashed on 11/21/05.

Today is December 22, 2005. I'm still waiting for my stickers to arrive!

I did have a licence plate number to put on the form! Maybe that is causing the delay?!!

Finally....

I sent in my paperwork on October 31st and just got them 2 days ago.
I had to call DMV 916-657-8035 because when they received my paperwork the car was not fully registered to met yet so I was put on hold. I called on December 12th and got a return call on the 15th, and then finally received the stickers on the 20th. They told me by the time they returned my call everything was completely registered to me.

Thank You ECamacho!

I called the DMV number in your post, and they did indeed mention that they issued stickers to me on 12/8/05, exactly two weeks ago!

However, that dosn't change the fact that I didn't recieve them yet!

SO???? Now I may be at the mercy of the U.S. Postal Service!

I drive on the 405 Freeway in Southern California on my way to and from work every weekday. Those bright yellow stickers will save me over an hour a day!

Still waiting......

Oy gevalt! I feel so sorry for you. The 210 freeway is bad enough for me.
