Haste Makes Waste in Urban Areas
I'm so glad I take the Bush Tollway instead of I635 (LBJ) in the evenings. More than most freeways, speeders hose it up at least every other day. Often it's people that jump into the HOV lane in the undesignated places, and/or do it before getting up to speed.
Add to that there is less time to react to the unexpected, more distance to brake or steer around, dealing with distracted drivers.
On an open highway, the risk is considerably less.
