I haven't seen the film, but are any of the anthropomorphic vehicles hybrids by any chance? A cartoony hybrid could maybe zap people or leave a trailing wake of electrical sparks where ever it drives.

Actually, the original story line was going to be a hybrid or electric car trying to make it's way in the world of gasoline powered cars, but it was scrapped in favor of the race car storyline.
