Well good new everyone the mirror now works.

When my wife pulled up to day I went out there and pushed and pulled it in and out a few times then hit the button and it now work like the drivers side mirror.

I could definitely tell it was stuck though as I had to put a good amount of pressure to get it to go inward at first but then it freed up as it went and out.

So make sure your mirrors get some exercise every once in awhile.

Thanks HyHoe and Katie for your time and effert even though it's happily a false alarm.

Just ran across the following linked website where they make stronger gears and motors as the stock mirror has plastic gears in side the break easily stopping the mirrors from folding....
