I can't imagine a scenario where an intact battery could possibly measure 1V. 250 cells in series will have more than 1/250V EA. My gut says there was a broken connection, safety plug not in, relay or something not secured to the terminals, etc.
Did you attempt to measure the voltage across a stick by piercing the shrink wrap?
Yes Sir with the orange fuse plugged. I measured by disconnecting the connectors from the jump starter to use the pins. And with the new battery I made the connections there without disassembling the rest.

You don't get battery voltage at the jump start output with the safety plug out.
When the cover is off, you can see the top layer of sticks. You simply press the voltmeter probes into the green shrink wrap hard enough to pierce it. Sometimes you need a scratching motion to get through the shrink. That will give you a reading of 4 cells. You can also check the top left cell and the bottom right cell on that layer to check the voltage of 129 cells:
