2009 feh starting issues after replacing 12v.

Default 2009 feh starting issues after replacing 12v.

Replaced 12 volt because I was occasionally having to turn ignition several times before engine would engage.
I even had to jump it a couple times though I understand that really just enable the 12v battery to engage the relay for traction battery to start engine.
regardless after putting a new 12 volt battery in problem persists.
tested voltage on 12 volt prior to engaging ignition and it was 12.85.
with ignition engaged it went to 17.5 and with engine running it jumped to 20.5. That seems too high. Is any of this normal. Could the dc relay be letting too much voltage theu to 12 v and ruining it? Where or what is the alternator like part on the car that charges the traction battery from the engine and regening? Do these go out?
