Improve the look of stock rims
This may shave off some mileage at higher speed from increased aerodynamic drag, but I think it looks better than with the plastic:

The top picture is only the stock rims without the added plastic circle that the dealer installs. All you have to do is remove those pieces to get that look. They are hard to come off because they are designed only to be put on once at delivery and never to come off again. Try not to break them taking them off.
I just put new tires on my 2004 Prius (Michelin MXV4+, the Integras were a little thin after 44,500 miles) and the tech removed the plastic pieces. If he hadn't, they would have been destroyed by the machine that removes the old tire and puts the new one on the rim. If you're careful (he was) they can be removed and put back on without breaking them.
