AC Settings & Mileage

I've been experimenting with the AC lately and its effects on mileage. It appears that mileage is almost perfectly inversely proportional to AC use if the inside temperature needs to be cooled from 85 degrees or so and the air is blowing like an African hurricane. That said, when the temperature is at equilibrium with the desired temperature, the fan never settles to the "lowest" setting, does it? It appears it will always be one step above this.
