NHTSA probing 06 44,000 Toyota Highlander Hybrid crossovers over stall risk

I wonder if this is related to/due to the inverter problems people have been seeing. (I don't monitor this since I don't have a HyHi but do know of a former coworker w/a pretty early HyHi who had his inverter fail a few years ago, while on a trip. Fortunately, he was still well within the warranty.)
