DESCRIBE TO THE FULLEST EXTENT POSSIBLE:

At meeting Docket No. NHTSA-2008-0108, Essie Wagner, NHTSA, on June
23, 2008, between 10:15-10:25 presented charts on "Pedestrian Safety."
Quoting from my trip report released June 27, 2008:
"Essie Wagner, NHTSA, presented just the 2006 safety analysis and claimed there is not enough data to draw any conclusions. She called on more data gathering ... the evidence apparently isn't good enough .... just 2006 data.
....
They then opened the floor for questions and it came around to me. So I pointed out that we had looked at the 2002-2006 data and found no difference between Prius-to-pedestrian accident rates and ordinary car-to-pedestrian rates. Then another gentleman in the back, the real statistical analyst, claimed "we do not have enough data." I had already decided we will make sure our own statistical analysis by Dr. Christopher Hogan gets into the record (see first version attached.) But the NHTSA analysis suffers from using just 2006 instead data from all years of the Prius being on the public roads.

Without going into the minutia of statistics, it is enough to point out that Demming, the father of modern quality control, emphasized time and time again the importance of data gathering and analysis of all that is available. It is completely unacceptable to reject what data we have without doing a confidence test and sheer nonsense to reject even imprecise data when the results do not agree with forgone conclusions.

Between Essie Wagner and the unnamed gentleman in the audience at the
hearing, one or both of them must should have had some backup
material, some analysis to make the claim "we do not have enough
data."

REQUEST:
We want whatever analysis or summary or other materials that show what
they prepared that supports Essie Wagner's statement,"We do not have
enough data." We do not need the raw data, we need the analysis
showing what had been done and records searched.

NOTE:
If no substantial analysis was done, that is fine, just let us know so
we can stop checking and double checking our own research. We are
extremely skeptical of this claim and look forward to having this
statement, "We do not have enough data," made under oath before
Congress or any professional society.

COST:
This is a request for information to back up a claim made by an NHTSA
employee at a June 23 meeting. Nothing has been submitted to the
public record to support this claim. The credibility of the National
Highway Safety Traffic Administration is at stake for something they
laid upon the table. Backing it up should not be an expense to the
requester.
