So I can get a fog light grill chrom trim kit for a car that doesn't have fog lights.
It then goes on to say it will not fit cars with factory fog lights.
It then goes on to say it will not fit cars with factory fog lights.

Did you read the item description? These are just chrome strips that you put on the plastic covers (i.e. fog light grills) for the fog light holes. If you actually had fog lights, then you wouldn't have the covers, hence the item doesn't fit!
