Found out who owns the other TCH in my work parking lot...
The owner of the Blue Ribbon TCH that is parked in my parking lot is my employer! Yesterday I noticed that it wasn't in the lot and today it has returned sporting my employer's "logo" on the front doors.

One of the local utility companies in my work neighborhood is using at least one TCH in their fleet, I've seen it twice. (or maybe I saw two different cars once each!)
