I'm unclear if that means the problem must exist prior to the TSB being performed, or if a customer can request the TSB?

nash — I think that disclaimer is to indicate that Toyota assumes no legal responsibility to notify all owners of this TSB's existence. However, my understanding is that they will apply the TSB to any vehicle whose owner requests that this be done. So, it's not a recall — the obligation is on us to request it. I shall be doing so, but haven't yet made any enquiries locally. After requesting the TSB service, you'll probably have to allow time for the dealer to order and receive the necessary parts kits. I'm glad to know about this TSB! Thanks schmidtj!
