I believe it is banning hand helds.
IMHO, it's kind of tough for an officer to differentiate between someone yakking on a bluetooth system and someone singing along with the radio or talking to another occupant in the car.

No offense to anyone, but, usually if I see a person doing something stupid it is either a hotshot kid, woman (usually on the phone), or someone on the phone.

I know I'm going to get bashed for this, but I wonder if 'members of the fairer sex' are capable of driving while not talking on the phone.
Maybe it's just because guys are more into the 'hands free' gadgets, but I rarely see a woman not holding the phone (especially the soccer moms with the car seats and the M.A.D.D. bumper stickers).
