Sure -- Avis has a number of hybrids of different types in California (only, in some cases). You can get a Prius from them almost anywhere now and a Highlander in a lot of places, but the TCH and NAH are less common, although I have rented a Camry in the Washington DC area also.

Incidently, they will not offer the hybrids unless you ask for them specifically. They are in demand and a reservation well ahead is a must.
