I don't think so, not directly. However, a tire with very low treadwear numbers (140 for instance) would tend to be made with a soft compound, making them more sticky, raising rolling resistance.
Tires made of diamonds would last virtually forever (very high treadwear ratings ), and would have very low rolling resistance. Probably not so good for handling, though .
Greenseal.com (I think) has LRR ratings on *some* tires.

 

Agreed: the lower the rating, the stickier the tire, the more rolling resistance.
