Every car I have ever bought, including my HCH, came with a full tank of gas. Maybe it's not required, but it's a good thing to do if you want to seem like a good dealer.

On my wife's new HCHII, the purchase info that is always on the car window listed a full tank of gas. The car has 167 miles on it when she picked it up and sure enough the tank was full.

I can't say with 100% certainty that Honda does this... but MOST manufacturers do...
The car is shipped to the dealer with a minimum amount of fuel... but the dealer is reimbursed (as part of the PDI... Pre-Delivery Inspection) for a full tank of fuel. In essence, the manufacturer is paying for the full tank, but it's the dealer's responsibility to make sure this is done. If they didn't do it, they're just taking the money from Honda Corporate.
Chances are, unless you pointed out the non-filled tank at time of delivery, the dealer isn't going to help you.
