Hitch installation

Default Hitch installation

I have gotten a Hidden Hitch to install on my Hybrid for a bike rack. The hitch is just a bolt on, but I have run into a small problem. On the driver side the is a cover on the bottom of the car. It looks like it is held on with some clips and maybe 1 screw. Does anyone have any experience removing this item? Any suggestions? Does anyone have a guess how much it will hurt my gas mileage if I leave this off?
