Diesel Civic in Detroit
I think that car was just imported probably.
Why would a Honda prototype be in Detriot? Especially one with a body style not available in the U.S.? The good thing is, we know Honda is working on bringing diesels to America in just a few years. (along with a dedicated hybrid!!!)
And just my opinion, Honda could've made this car look a whole lot better.

I saw several of this style of Honda Civic during my trip in France last month. However, I don't know if they were diesels. But it is a very aggressive hatchback design that I regret they don't sell here in any version.
I think it's likely that a Detroit automaker bought it and shipped it over for their own purposes.
I am fairly certain you couldn't federalize that car. And it has "Manufacturer" plates.
They'll probably evaluate it and Reverse engineer it to get some ideas for the coming "clean-diesel" trend for the US.
