Portable GPS can get you from A to B just like the in dash. You can get voice prompt ones for less than half the price of the dash Davi. You could even got with a in dash installed after market for 900-1200.
Only advantage of the Navi civic is the higher resale and the refined in dash look.

I've never regretted buying the 2007 HCHII without Navigation (especially for the lovely federal and state tax breaks). I have a Nuvi 660, and with two cars that was and is by far the better option.

I really depends what the dealer is willing to do. When I got my HCHII the dealer did not have any without Navi. (it was end of model year).
I really liked my TOMTOM, and it is currently sitting on my book shelf until a day I need it again, but the Honda unit is up to date, very well integrated into the car. Another advantage you have with an integrated unit is it is less likely to be stolen from your car.
Just see what the dealer will do for you.
