We check fuel pressure it's good 60psi

Could it be timing out because it is not receiving a signal from the crankshaft position sensor? P0C2F is related to the electric motor speeds not matching the internal combustion speeds. The internal combustion engine needs the crankshaft position sensor to sense its speed.
Also check all the fuses. Check for spark on the spark plug wires of both sides of the engine.
Also noticed in your video that the oil pressure never goes up. It's as if the crankshaft is not being spun by the motors.
Do you hear the Auxiliary Fluid Pump running when you turn on the ignition? There's a possibility it does not work and can't provide pressure to engage the transmission clutches.

One last thing: you mentioned the transmission was replaced. Did someone forget to install the flywheel to torque dampener bolts? Does the belt in the front of the engine turn with all the pulleys?

Earlier you said "steel block" engine. There are a myriad of differences between the LFA and other small blocks. The crankshaft sensor that is also wired to the Hybrid controls is supposed to be same LFA to 2015 L96.

The camshaft VVT phaser on LFA is backwards from ALL other small blocks. It locks in the 30 degree retarded position.

When it spins, does RPM show up on a scanner via CAN signals?

Even if it runs, it may be a real pain.

got Air, fuel and spark ? that is all you need to make it run

the code comes up as the speed sensor like i posted above

P0C2F Meaning

The Engine Control Module (ECM) monitors the Auxiliary Transmission Fluid Pump. The ECM sets the OBDII code when the Auxiliary Transmission is not to factory specifications.
