Voltage is 324V but SoC shows 0%! Is HV battery dead?

Voltage is 324V but SoC shows 0%! Is HV battery dead?
Charged the 08 FEH to 324V using the charge button. Voltage becomes 324v but still wont start. Scanned the SoC and found it's 0%. It has a solid theft light. Is the HV battery broken? Or it needs a new anti-theft module?
