Other than alcohol, which is added as a per centage... how much of an additive is added per ~8,000 gallons of a truck load?
As to the btu content change... its an insignificant amount. The base gasoline has the same btu content regarless of octane.

The point is NOT ALL gasoline is created equal.
Pick a brand. "Shell".
Pick an ethanol state. "Illinois".
10% of the volume Shell sells in that state needs to be ethanol.
That is not the same as 10% of every gallon sold is ethanol.
It is a legality, and a technicality.
Just like to move Ford's fleet average to 25 MPG, for every Hybrid they sell, they can sell an F-350. One offsets the other.
States that sell lots of E85, can sell regular gas at the pump, and still average 10%. I see it every day. ( well, at least every week )
