Stock Hybrid + engine block heater = poor mans PHEV?

No one has been able to document the reason why this "wire" was no longer provided starting sometime in the 2008 model year.

Hence, I figure the battery heater component, if factory installed, draws roughly 75 watts.

Just checked with my "Kill a Watt" and got 408 watts so no battery heater.
