shutting off at idle
Could you give us some more information? What happens when the ICE shuts off? Does the little car icon (that shows the vehicle is operating) go away? What happens when you put it into gear and press the accelerator pedal?
I've read and re-read your descriptions and so far don't see anything that points to it being anything more than the normal ICE shutdown.

No. I mean the car shuts completely off requiring turning the ignition key to restart. We have researched for months on hybrids and have driven all of the ones on the market. I have never heard/read that you have to continuosly turn the key to keep them going when the battery is low. I thought the gas engine would kick in.
And for the record, there is definitely something wrong with your vehicle as that is not normal. Don't be surprised to find service techs at the dealership to be completely clueless. They don't see many, if any, Hybrids in the shop and they often need to call the special Ford "Hybrid Helpline" to get information.
Simple. After 5 or so minutes of idle it shuts off and requires the ignition key to restart. at this point the is no ICE. I will try the red zone settings when I get the car back from the dealer today. Thanks Shannon!

Right. But what I'm asking is why does it require the key turn? What happens when you put it into gear and try to drive? Does it indicate (on the message window on the dash) that something has shut down... what about the little car icon?

I am not a 'tard having spent 30+ years raciing 4 banger Datsun/Nissans. my last 5 were at '05 Nissan show in Irvine. Just new to Hybrids.
It is in battery state only. no ICE. when i hit the brake at this point (battery only) it shuts off requiring ignition key restart.

But from what you say, it still sounds like normal operation. What happens that requires a keyed restart (the ICE shutting off is normal and doesn't require this)? You haven't told us what happens when you try to drive it with the ICE off.
it fires right up and runs fine until i hit the brake. then shuts off. welcome to the world of hybrids. i have learned that if the battery is not charged then use a "red" setting to force the ICE to function. such is hybrids and the learning curve.
Sorry, still sounds normal to me. When you say you hit the brake and it "then shuts off" do you mean you get a dashboard warning like "Stop Safely Now" or some other warning light/message? Or do you mean the ICE stops running (which is expected behavior)?
OKay... you come to an intersection hit the brake and the ICE Shuts off.... Now when you want to leave the intersection you SHOULD be able to just press the gas pedal... the electrics will start you moving wihtout the ICE and if necessary (due to load) the ICE should fire up on it own without you touching the key. If thats not what happens then you have a problem and you should take it to a dealer.
