I meant it quickly returned to center with the car in motion.
I hope you assumed that much. I wasn't clear.

I tried this on my '06... it seemed to me to be related to HOW FAR you turned the wheel from center. If I put it a bit off center, the car would drift that way, but the wheel would not center itself. If I put it hard right or left, it did center itself.

Thats what it seemed like in a quick experiment last night. Is that what you observe on your '05?

Got the '09 FE shop manual today. It says that the EPS module, motor and a torque sensor are all in the steering colume assembly, no individual parts are repairable. It doesn't mention anything else about or in the EPS system.
