Both HV battery fans not working. 2005 Escape Hybrid

Default Both HV battery fans not working. 2005 Escape Hybrid

When it gets real hot my HV battery shuts down. The a/c is properly charged and works great and the mixer door is working correctly. I have removed the battery compartment panel that covers the two fans. I have not yet removed the shroud to see the physical fan yet. Neither are blowing so I checked the 40 and 50 amp fuses that I believe are connected to these fans and they are fine. What is the likelihood both fans are bad? Then again maybe one quit a long time ago and I didn't notice until the other failed. Any thoughts will be appreciated. Thank in advance.

On edit: No matter what I do I can't get the battery fans to come on. I have it parked in the driveway so it's really hot. When I start the car with a/c off it does everything right, closes the outside air door and cycles the a/c compressor even though the a/c is switched off. The fans are very clean and the squirrel cage blades spin freely.
