Durango Hybrid not a Hybrid in most states

Durango Hybrid not a Hybrid in most states
Why do the states not recognize the Durango / Aspen as a hybrid, I wanted to get Virginia CF (Clean Fuel) Plates and they are not on the list, so I checked other states and no one will recognize them, what gives?
