I emailed them and this is the response I received -

Thanks for your inquiry. Unfortunately this part is not yet available from
Toyota. We have no additional information. We are sorry that we cannot help
you with this particular item at this time.

 

I called the dealer where these photos are from, it is an extra milage option from Gulf States Toyota. The sales person told me that they are only for holding a small first aide kit, and the owners manual and total weight cannot exceed 5 lbs. Therefore it is not something that will buy you much in storage capacity. Just a courtesy feature.
