Had this happen on my T4R. I got a good grip with a screwdriver and then the head snapped off. My suggestion would be to soak it with PB blaster or liquid wrench for a couple days and then try again. IMHO PB Blaster works the best.

I found these stainless bolts at Lowe's, 5 in a bag for $1.39.
The front plate was attached with self-tapping bolts into the plastic fender cover, replaced them as well, although rust would not be a problem there unless the whole bolt disintegrated.
