Press the button inside the car
If the flap opens, the spring works
If the flap doesn't, the spring is broken or missing
Replace it.
It's an $8 (??) part available at Toyota...an average DIY-er can replace it in approximately 90 seconds (not including time spent opening the box)...YMMV

Mine is at the point of intermittent failure. Can you do the car-fixit-impaired group of us the favor of :

a) where is the spring, specifically? [yes, I've looked - I used to be an engineer on >US$10M automated semiconductor manufacturing equipment, its not obvious] Maybe a picture?

b) What is the part number if I buy it at my local dealer?

The dealer will know the part number
watch this
Most of the dealers or parts guys will pop it in for no charge (YMMV). Just ask the guy when you pick up the spring, I'm sure he'll help

I had this same problem with my 2008 Camry Hybrid. Other symptoms prompted the replacement of the 12 volt accessory battery. The next fill up, problem solved!
