I would take the 18 mile local road trip. I can't believe that a TCH would only get 30MPG there, that's its sweet zone! 
However, I would not drive further, just to have better FE, unless the increased FE paid for itself.

It's only a hypothetical question to see where people's priorities are. I had to sit there with a calculator to find numbers that made sense (even if they're not 'real world').
