My friend toyota camry hybrid 2007 won't start

My friend toyota camry hybrid 2007 won't start, the 12 volt battery are full charge, and we did a reset, and the remote do have a new battery.
Any ideas of what are the problems and of a solution ?

The dash instrument light was flikering.
My friend found out that that car she buy used did have a front impact and that the body only was repaired, it can cost too much for her to made it repair, and she decided to sell the car to somebody who can fix it.
