ToyotaPartsCheap.com has the lens for less than $20, Japan-built and us-built are different, but both are inexpensive.

Only a fine grit automotive polish. Better yet a windshield cleaner with grit from a local Airport supply. Deep enough scratches even when smoothed out can cause a wrinkle or distortion in viewing the speedometer area.
