Camry Shutter when braking

Default Camry Shutter when braking

I have a 2008 Toyota Camry Hybrid with 172,000. I recently had the front shocks replaced after letting the car sit for a few months. I have intermittent issue when I apply the brakes and the car is between 5-0 mph there is a shutter that shakes the whole car. It almost like the car pulses to a stop. It will also do it when letting off the brake and allowing the electric or gas motor propel it forward without pressing the gas. Again its intermittent and might happen 3 or 4 times in a row in one day or I could go days without it happening. Any ideas what I should be checking or looking for?

I have a 09 Camry and the directing wheel shakes a ton when I break. I'm absolutely dumbfounded with regards to vehicles, might somebody at any point kindly take care of me?
