New Portal Page

The main Discuss page is now in portal format! Hope you all like it. The forum view can still be accessed at /discuss/index.php, while /discuss is directed to the portal page.

Let me know if you have any suggestions

As a side note, I've integrated the advertisements better into the template so that they aren't so annoying
