Blind hybrids
Equip each hybrid with flashing lights and a siren that come on as soon as the car goes into EV mode. This would be loud enough for the blind and let the sighted know why the siren came on. Now if the other cars pull over and stop . . . the blind and the hybrid drivers will be happy.

I was thinking about hooking up a duke's of hazzard "dixie" air horn for EVing.
