When will NAH be available countrywide?

When will NAH be available countrywide?
Has anyone heard when NAH will be available coutrywide? I live in NM and am interested in purchasing one. NM offer no excise tax (sales tax) on hybrids so that by itself saves $900 on a $30k purchase. I am also afraid of service issues if I purchase out-of-state.
