I think you #2 option is the best way to see the techonology become mainstream. I think there is a balance that needs to be achieved. I also think you need to re-evaluate where the balance point is model by model. Obviously someone buying a Corolla sized vehicle will probably be more oriented toward fuel economy, while a someone looking at the Highlander will be more oriented towards power.
