Default Forced Regen

I've been reading some of the threads, and I'm trying to wrap my head around what forced regen is.

From what I figure, when the battery charge goes below a certain point, it will use the ICE to charge it (or some part of the regenerative braking process?), thus reducing FE and speed. Am I even in the ball park?

Thanks in advance.
