Default Driving in the Carpool Lane, what's up in GA ?

I live in Atl, work on the Ga Tech campus and noticed a HCH on campus yesterday with a GA alternative fuel licence plate. With this tag you can drive in the carpool lanes. When I went to get my tag for my 05 HCH back in Nov 2004, after much running around in circles, I was shown something that said "only vechicle that use 75% or more alternative fuel are eligible for the tag". Is the driver of that car a member here ? I would love to know how to get one myself. Pete

I'm currently at tech, if i see it i'll see about talking to him/her. It is probably one of the few (but proud) natural gas civics
