It was enrolled yesterday and sent to the Governor for signature or veto. Even if he does not sign it, it will become law after a certain period of time. I also note in the Senate Floor analysis:
Extends until July 1, 2011, the sunset date for current HOV lane privileges for hybrid vehicles that meet specified emission criteria and have a fuel economy rating of at least 45 miles per gallon (mpg), unless the SOS first receives notice from Caltrans that federal law does not authorize HOV lane access for single-occupant vehicles that meet those standards.

There has been much debate regarding the degradation of the HOV lane and increased congestion such that it likely exceeds the federal standards. As such, the Feds could ban the access of yellow stickerd hybrids to HOV lanes upon notice.

I drive to work in the HOV lane and just count the days I have left to enjoy this...
It sure is hard finding updates on this bill. Does anyone know how long the signing / approval process typically takes??

I was almost ready to start shopping for a NGV when i noticed the disclaimer that no new white stickers will be issued till 2012... was that a recent change? and I'm wondering how long 40,000 will last...hmm

WT...? I just got pulled over this morning for driving in the carpool lane with my yellow sticker on my 2005 Prius?
I asked the officer if he is aware that I have yellow stickers and he said they expired at the end of January 2011. He said I would need white ones. Since I didn't know he was nice enough not to issue a ticket, which he said runs $800, so I should not get caught again by myself in the carpool lane...

But anyway, I would have let him give you the ticket, and then go to court to show how much of a fool he is.
I have high regard for the law enforcement community, but sometimes they just are little too careless for the minor details for these things.
I had a similar but not as severe situation. About a month ago I was in the carpool lane when an LAPD biker cop (this was out of the LA area so I'm assuming he was going to work) came up and started tailgating/ flashing his lights/honking me. At first I thought it was CHP so I started leaving the lane out to pull over, then he just zoomed by, and shut his lights off, so I assume he was just going after me being a single occupant but he had no authority in that area.
