Honda TSB 08-001 (see the link the OP included) doesn't have a VIN range, it just says that it applies to all 06-07 Civics (2dr and 4dr) except for Si's. We've been discussing the same issue in this thread, including trying to figure out if some 2008 HCH's are affected as well:

it was a service bulletin as i stated earlier im not sure if i stated it in this post they need to make this a national issue im sure honda would be taking it alot more seriously if it was instead of some hush hush issue that would cause them to recall all the bad parts due to what they are doing.

I agree. It is a manufacturing defect and should be recalled. At least we are getting the word out there and a few less people will be affected.

Hi, Service Bulletin 08-001 was upated February 5, 2009. The models affected by the inner rear tire wear are:

2006-2007 Civic 2-Door - ALL Except Si and Honda Accessory HFP Package
2006-2007 Civic 4-Door - ALL Except Si
2006-2007 Civic Hybrid - ALL
2008 Civic Hybrid - From VIN JHMFA3...8S000001 thru JHMFA3...8S010456

My 2008 Honda Civic Hybrid had the "C" rear control arms installed at the factory and the VIN is larger than the range in the service bulletin, but I still have rear inside tire wear/cupping problems that started to occur around 15K miles and caused rumbling sounds.
