Dash warning lights on and car is sluggish after jump start.
Voltage at idle just now started at 12.2 and gradually decreased to 11.84 before I ended the test.
Rev and hold 2000 rpm for 30 seconds. Record battery voltage at the terminals.
12.17 volts at idle after reving to 2k rpm x30 sec
Sorry. I guess I should have been more explicit:
Rev to 2000 rpm for 30 seconds.
Record voltage
Return to idle.
You may need to mount the voltmeter such that you can see it while holding rpm @ 2000.

I'll get wifey to help in pm and get back to you. Thanks!
I noticed as soon as I got home from work and put it in idle, all the dash lights dimmed. Got 44.4mpg after 25 mile fwy drive home.

This tells me the IMA battery is isolated from the HV system.
You likely need professional code reading capabilities to get to the bottom.
Alternatively, you can DIY with:

14.59V establishes that the DC-DC converter is working in roughly the 1600-3500rpm range when the IMA motor is outputting an acceptable voltage. Above that, it's too high and below that, it's too low.

Yes. It's the OBDII standard.
