I had a similar experience when I recently got my windows tinted.
I'm pretty sure they kept the engine running to get the benefit of the cold AC, while doing the tint-job. It's par for the course.

Easiest way to avoid that is to have your car serviced on as empty a tank as possible. The more miles on the trip meter, the less impact the 0.2 gallon or so that they burned will matter. Just make sure you fill up ASAP afterward.
