Unhappy HCH-II Head Restraint Loose(?)

I just got a new 2007 Honda Civic Hybrid last Saturday (May 12) and noticed that the Head Restraint on all the seats seem a little bit loose - it wiggles when you move it, at any position. The 1st 2007 HCH that I test drove didn't seem to feel that way (of course, I really didn't notice when I was test driving).

Is this normal? Or is it supposed to be tight? I'm planning to call my sales person tomorrow and having my husband check his boss' HCH-II for the Head Restraint to see if it behaves the same way as mine.

They seem to be spring-loaded, which may be a safety feature.

I believe its a safety feature. So when you press into your seat ... the headrest moves forward a bit.

Really?
I thought the safety thing was when you press back with your head on the headrest it moves back a little - it is spring-loaded.

EDIT: here is a quote from Honda's site

Active Head Restraints
In a sufficient rear-end impact, the active head restraints move forward and up, reducing and/or preventing neck injury.

Thats what I meant ... when you're rear ended .. ur body pushes back into the seat and the head restraints move forward.
