I should have been clearer. sorry.

disconnect the fan connection to the IPU
12v
skip the tach
4.5 to 5v to the PWM.
ground

that would put the fan at 100%

Yes. You can technically ground the PWM wire as well and get 100%.

The IPU cover must be opened and closed. Running fan with IPU cover off disables cooling.
