Yup, correct. I was thinking more of cold weather than hot. The A/C only runs when the ICE is turning.

I guess what I'm wondering about is how the ignition works on a FEH. Is it the standard turn the key once to power everything up, then turn it again to start the engine?
From what I have read about the Prius there is one "ON" button. After this is pressed the car is powered up and all accessories may be used and the computer controls whether the engine runs or not. You just drive it or let it sit and it automatically charges the battery with the ICE whenever it decides it is necessary.
Does the Escape work in the same way? I'm just trying to find out more detail about how the FEH may be used.

I think you're a little confused. The Prius has an accessory on and a real on, just like every other vehicle out there. With the accessory on, you can listen to the radio and whatnot, but you can't run the AC. With it on the real on, the ICE only runs when necessary to recharge/maintain temps.
The Escape can run similarly, though with older model Escapes, you have the choice of either getting fresh cold AC air when the ICE runs or running all night long on a "red" setting, though you will get cool air all night long regardless of the ICE and the blower. Newer models have the econ setting, and I'm sure they can tell you how it functions.
In the winter, due to the amount of heat the FEH can produce, it's actually a nice vehicle to spend the night in during the winter if you're stuck.
