Does the input voltage come from the stater, or HV BATTERY?
What should the input voltage be ?
What should the output voltage be?

I don't remember the input voltage range, but it's around 120-190VDC

Output voltage is based on Honda's bizarre charging algorithm. Best option is to turn your headlights on as that defeats their algorithm and forces normal output voltage. Should be between 14.0 and 14.4V typically.

 

Thank you Keith S. I'm getting 12.6 , engine off.
11.8 with engine running with lights on.
So I assume that....
a) stater not working
b) converter malfunctioning
c) HV battery has bad cells
I am primarily a mechcanically inclined mechanic.
Electrical systems I am a novice.

a) stator = IMA motor. Car would likely not be drivable at all if this was the case.
b) possibly
c) more likely than b

Did you blink your codes? If so, what were the CEL and IMA blink counts? The reference I provided is for the process. The codes aren't completely accurate for your model.

If you maintain 2000rpm in park, do you get > 12.6V @ battery terminals with lights on?
