Grid charge Hybrid Battery

Default Grid charge Hybrid Battery
Measured at the emergency disconnect, my 2010 Fusion Hybrid HV battery is down to 133 V.. I assume this is full voltage and not for some reason measuring half voltage.

Is there a relatively cheap grid charging method I can use to charge it back up to 270?

Why would you assume that's full voltage? When you check the voltage of a 12V battery, how do you do it? You measure between the main terminals of the battery.

My thinking is the safety switch should be breaking both main battery leads, but looking at it again, it only breaks one wire.

Why would you assume that's full voltage?
